What 'Pending Review' Means

A lead marked Pending Review means Lead Engine hasn't finished making a final call on it yet. Clear-cut leads are approved automatically; anything less certain gets a closer, manual look before it's approved.

This isn't a sign anything is wrong. It's the system being careful rather than guessing. Once reviewed, a lead either moves forward to your workspace or is set aside with a reason attached, so you're never left wondering what happened to it.
